Video of police beating black man surfaces, community reacts angrily

State Bureau of Investigation spokeswoman Patty McQuillan said in an email Wednesday that an FBI criminal investigation was launched into the actions of Asheville police officer Christopher Hickman on august 25, 2017.

"You're going to get f-ed up hardcore", Hickman is heard saying during the pursuit before pulling out his Taser. After Rush told both officers that they were harassing him, Hickman took it upon himself to punch and tase Rush despite already having him restrained and on the ground.

The Buncombe County District Attorney's Office announced that Christopher Hickman was arrested late Thursday. "I'm exhausted!" The video then shows Hickman tasering Rush, choking him, beating his skull.

The camera recorded Hickman saying "he's not learning!" before a trainee confronts Johnnie Jermaine Rush for jaywalking.

Hickman resigned his post in January.

The footage of Hickman assaulting the jaywalker was caught on his body camera. The video of the officer's body camera was published last week by The Citizen-Times newspaper.

In the footage, the officer is seen exiting his vehicle, and after exchanging a few words with Rush, things get heated up, and the officer is seen subduing the victim. According to the footage, Rush claims he was coming from work when the officers arrested him. Police Chief Tammy Hooper publicly apologized to Rush for the beating he received at the hands of his officers.




Hooper echoed Williams' statement and added that it was "unlawful" to release the footage and an investigation may be launched, reports Citizen Times.

'All this over you getting a ticket, ' Hickman, who is white, could be heard telling Rush.

A prominent Charlotte civil rights law firm is deciding whether to sue the city of Asheville over an incident in which a white Asheville Police Department officer apparently beat, strangled and used a stun-gun on a black pedestrian, Carolina Public Press confirmed Friday.

Blake characterizes Rush, the victim, as "an incredibly humble grateful man".

Documents released by a North Carolina city show its police department did not properly handle an investigation of the beating of a black man accused of jaywalking by a white officer past year.

The FBI were then called to investigate, and Williams hopes that criminal charges will be forthcoming.

She emphasized that she reviewed the recording and put Hickman on administrative duty only hours after Rush's arrest, following his complaint.
