Modi presents 10-point action plan to promote solar energy

India has set an ambitious target of installing 175 GW of renewable energy, including 100 GW from solar by 2020 as announced by Prime Minister Narendra Modi at the joint launch of the ISA with then-French President Francois Hollande on November 30, 2015. From Japan to Peru, be it Greece or Rome, Egypt, Incas and the ancient Mayan culture, every civilisation has glorified and given importance to the sun.

Addressing the summit in the presence of Prime Minister Narendra Modi, Macron said, "Mr Prime Minister, You made a dream and we did it".

The ISA member states also agreed "to increase their efforts to pursue an increased share of solar energy in the final energy consumption in our respective national energy mix, as a means of tackling global challenges of climate change and as a cost effective solution by supporting and implementing policy initiatives and participation of all relevant stakeholders, as applicable, in our respective states". Of the 121 countries associated with ISA, 61 have joined the alliance and 32 have ratified the framework agreement. In India, the vedas for thousands of years, have considered the sun the soul of the world.

Lauding India for showing the world the way in scaling up solar power generation capacity, he said, renewable capacity has within two years gone up from 39 gigawatt to 63 GW, while that of solar energy has soared by 140 per cent. "To this endeavour, we look forward to the unlocking of a new dynamic in renewable energy with support from and solidarity among the member countries of ISA", said President Hamid.

Taking a swipe at US President Donald Trump for backing out of Paris climate agreement, he referred to countries, without naming anyone, quitting the historic Paris climate agreement and said ISA nations came together to "deliver complete results".

He also urged countries to facilitate purchase and supply of electricity generated from solar energy. They did not wait and stop because some countries (US and others) just chose to leave the floor and leave the Paris Agreement.

He also suggested measures to increase the consumption of solar energy. "Solar energy is used not only for energy production, but also for transport, clean cooking, solar pumps in farms", he said. "They didn't wait and they didn't stop because some countries decided just to leave the floor and leave the Paris agreement".

Macron and Modi hope the alliance will spur $1 trillion in new solar spending by 2030 in 121 countries lacking investment in the sector.

On the sidelines of the International Solar Alliance, Ministry of External Affairs spokesperson Raveesh Kumar said that the focus of the meeting was on capacity building.

Modi flagged the need for investment in better and more accessible solar technology, concessional finance for solar projects, easing of regulatory mechanisms and persuading developed countries to provide consultancy services among other "action points".

A strong signal was sent out on Sunday by the Founding Conference of the International Solar Alliance that the first treaty based global coalition to emerge after the Paris Climate Summit is serious about mitigating the effects of climate change by proactively promoting the use of solar energy across the world.

Today, heads of 23 nations and 10 ministerial representatives gathered here for alliance's first summit.
