Medical Marijuana Is Legal In Arkansas, But You Can't Get It Anywhere

Aspiring commercial growers and dispensary operators who lost in the first round are required to apply again and pay application fees - $10,000 for a grow, $5,000 for a dispensary - a second time, said a Health Department spokeswoman. Just this week, the DOH announced a timeline for its second phase of medical marijuana business license applications.

The health department will issue up to three permits to dispensary applicants located in the 10-county Northeast region, which includes the Lehigh Valley, Scranton/Wilkes Barre and Hazleton.

Nine new dispensary permits are going to the southeast Region 1 covering Schuylkill, Berks and Lancaster counties and the five-county Philadelphia area.

"From what I've seen and heard, there seems to be a high interest in doing research around pain management and as a replacement for opioids", John Collins, director of the state marijuana program, said in a phone conference with reporters.

In approving medical marijuana in 2016, assorted Pennsylvania leaders promised the state would become a national leader in medical marijuana research.

The measure also proposes a number of other changes to the state's medical marijuana law, including authorizing a person to serve as a primary caregiver for up to two patients. These ACRCs would partner with up to eight new clinical registrants, which would hold both grower/processor and dispensary permits for research permits.

Regulations released last Friday outline the process for an accredited medical school with an acute care hospital to become an approved "Academic Clinical Research Center" that can engage in medical marijuana-related research projects with "clinical registrants", an entity that can grow, process and dispense medical marijuana.




The law doesn't allow medical marijuana in dry leaf form. The deadline for both applications is May 17, Collins said. Clinical registrant applications will then be made available May 24, due July 12.

Applicants who received grower/processor permits past year are not eligible for additional permits, but an individual dispensary company is eligible for a maximum five permits, or 15 separate storefronts.

Dispensary fees include a $5,000 application fee, which is nonrefundable, a $30,000 refundable permit fee and proof of $150,000 in capital.

"Bringing more dispensaries and grower/processors allows for more options for patients", she said. In a country where the specific science of medical marijuana is less than clear, Pennsylvania's regulations are pushing the plant's biology into the doctor's office. It may be prescribed to residents who are certified to have one of 17 qualifying serious medical conditions.

The province expects to sell recreational cannabis through 40 government-run stores this year, which will leave "a ton of room for the black market to continue operating", Rosalie Wyonch, a policy analyst with economic think tank C.D. Howe Institute, told Marijuana Business Daily.

Almost 6,700 Pennsylvanians have received medical marijuana under the state's new program, according the the Pa. Department of Health (DOH). So far, the dispensaries have faced an unsteady supply of medical marijuana from the growers/processors, with only two having shipped product as of Thursday. The end goal is to provide more research to help the patient.
