Amber Rudd's departure alters the cabinet balance on Brexit

A rapid riser in the government, Javid's first task was to answer an urgent question in parliament amid continued fallout from the so-called Windrush scandal - erroneous moves to deport legal but undocumented elderly immigrants from the Caribbean.

He told MPs: "I want to start by making a pledge, a pledge to those from the Windrush generation who have been in this country for decades and yet have struggled to navigate through the immigration system".

They received indefinite leave to remain, but many who later failed to get their papers in order have been targeted by immigration laws meant to create a "hostile environment" for illegal immigrants.

Meanwhile, the European Parliament's Brexit co-ordinator Guy Verhofstadt called for Mr Javid to "go to all lengths to dispel any fears that what was visited on the Windrush generation will not be repeated in respect of EU citizens living in the United Kingdom".

A second generation immigrant to Britain, Javid signaled he would be adopting a new tone in the role.

Javid said Sunday that the Windrush scandal felt "very personal" but urged people to concentrate on the government's efforts to rectify the situation.

He distanced himself from the phrase "hostile environment", saying "it is a phrase that is unhelpful and it does not represent our values as a country". "It's about a compliant environment". The resignation of Rudd followed weeks of pressure ever since her statement to the Parliament's Home Affairs Select Committee denying knowledge of any targets to remove illegal migrants from the UK. She tendered her resignation after documents emerged showing there were such goals.

"I should have been aware of this, and I take full responsibility for the fact that I was not".




Javid is the son of a Pakistani immigrant bus driver and one of the most outspoken members of May's cabinet to confront President Donald Trump over his tweets about Muslims. The 48-year-old former investment banker becomes the first South Asian origin MP to hold the key portfolio in the UK Cabinet.

However, he did face calls to stand down as business secretary over his response to the steel crisis in 2015 which saw Tata Steel cut thousands of jobs.

Sajid Javid campaigned to remain in the European Union during the 2016 referendum, even though a few months before the vote he said his "heart" was for Brexit.

But moving Sajid Javid in, after Amber Rudd took herself out, does not end the prime minister's problems.

Local government and communities minister Javid was the favourite to succeed Ms Rudd at the Home Office.

Rudd became the fourth person forced to resign from the UK Cabinet in the last six months - following former defence minister Sir Michael Fallon, former global development minister Priti Patel and May's deputy Damian Green.

Since May lost her parliamentary majority in elections last June, her leadership has often been under question, and she has already suffered three prior cabinet resignations.
