California first USA state to require solar on new homes

California might become the first state in the U.S.to require new homes to be built with solar panels, which could hike prices for consumers.

According to the Commission, the move is meant to cut energy use in new homes by more than 50% and is set to reduce greenhouse gas emissions by around the same amount as taking 115,000 cars off the roads. Currently, solar is included on just 15 percent to 20 percent of new single-family homes, said Bob Raymer, technical director for the California Building Industry Association. "No other state in the nation will have anything close to this, and you can bet 49 other states will be watching to see what happens here in California".

The commission vote on Wednesday vote was a critical step toward possible final approval later this year by the state's Building Standards Commission.

It's official. In California, new homes built in 2020 and beyond will be required to incorporate solar panels. "The buildings that Californians buy and live in will operate very efficiently while generating their own clean energy".

The rule will take effect in January 2020.

New solar systems cost about $40 per year on a 30-year mortgage and save customers about $80 per month on their power bills, NBC News reported.




The solar panel mandate will now go before the state building standards commission where it's expected to pass.

The requirements are likely to add almost $9,500 to the construction cost per home as state officials have declared a housing crisis. The simpler requirement to include solar panels on homes has been supported by homebuilders and environmentalists, although solar industry groups pushed for the more stringent requirements.

California has set a long-term goal to dramatically improve energy efficiency in homes and businesses and cut greenhouse gas emissions.

The approved standards still allow new home construction to continue with some natural gas but it looks to reduce gas need over time and facilitate a shift to high-efficiency electric appliances, such as heat pump water heaters. One homebuilder estimated the cost of adding solar panels at up to $30,000, three times the commission's estimate. "[In] California, we do believe in climate change, we do believe in facts ..."

As explained in a blog from the Natural Resources Defense Council (NRDC), the policy, which is the first of its kind in the US, "will combine rooftop solar panels with enough energy efficiency measures like insulation and better windows" - in turn, bringing the building to net-zero electricity.
