New Democracy to vote against Hungary in European Parliament

Although Brussels and Budapest have repeatedly clashed over immigration and refugee policy, the vote on Wednesday addressed broader concerns with the state of democracy and rule of law in Hungary.

It is a unclear however whether the 750-strong legislature can muster the two-thirds majority needed to pass the motion finding that Hungary has persistently breached the European Union core values under Orban.

By 448-197, MEPs backed triggering the so-called Article 7 procedure in an unprecedented move which could lead to the suspension of Hungary's European Union voting rights.

"Hungary is going to be condemned (by this motion) because the Hungarian people have decided that their country is not going to be a country of migrants", Orban said, drawing applause from the eurosceptic, far-right lawmakers in the assembly.

European Commission Vice President Frans Timmermans, who has been supervising Article 7 discussions with Poland, said he shared the findings in the parliamentary report.

Zoltan Kovacs, spokesperson for the Hungarian government called the vote a "fraud".

For years, Orban has successfully deflected much of the global condemnation about Hungary's electoral system, media freedoms, independence of the judiciary, mistreatment of asylum-seekers and refugees and limitations on the functioning of non-governmental organizations, but criticism has been growing even within the European People's Party, to which his Fidesz party belongs. The ultimate sanction, the suspension of Hungary's voting rights in the European Union, is unlikely as Poland is set to veto that move.

Before the vote, Prime Minister Viktor Orban called the proceedings on the Article 7 an "insult" to his nation, accusing the "pro-migrant majority" of targeting Hungary for its reluctance to become a "country of migrants".

Mr Szijjarto said Hungary was considering legal options to appeal against the result because of the way the vote was tallied.

"I am so proud that my Hungary report has the support of the European Parliament, but this is foremost about the rights of Hungarian citizens", Sargentini wrote on Twitter after the vote.

The EU Commission, the bloc's executive body, launched Article 7 proceedings against Poland over an alleged erosion of judicial independence late past year.

Dutch anti-Islam campaigner and MP Geert Wilders described the vote on Twitter as "a bloody shame".

Verhofstadt went on to say that Orban was not his country, and that Hungary was "far more eternal" than Orban's far-right government.

Their decision was made even more contentious when members of the EPP, the centre-right political group of Orban's Fidesz party, announced Tuesday that they would support the report.

Orban has insisted that all of the criticism against his government is based on Hungary's tough anti-immigration policies, which include fences built in 2015 on Hungary's southern borders with Serbian and Croatia to divert the flow of migrants and very restrictive asylum rules.

The group may now consider whether to suspend Orban's Fidesz party.

"Our perspective is something that would help the EPP remain the strongest political community or group in the European Parliament", Kovacs said.
