The Senate vote reflects the views of sections of the American ruling establishment that are opposed to the Trump administration's unconditional support for the Saudi regime-based on calculations of its role in the US-led anti-Iranian axis in the Middle East and the profit interests of USA arms manufacturers and other banks and corporations dependent upon Saudi oil money.

Canada says it is also now reviewing its arms sales to Saudi Arabia.

Senators strongly criticised Gina Haspel, the director of the Central Intelligence Agency, for failing to appear before them.




"We have no smoking gun that the Crown Prince was involved", Mattis said. Turkey has rigorously investigated the Khashoggi slaying, and Turkish President Recep Tayyip Erdogan has repeatedly claimed that the journalist's killing was premeditated and ordered by top officials, though he has declined to name the crown prince specifically.

"While Director Haspel did not attend today's Yemen policy briefing, the Agency has already briefed the Senate Select Committee on Intelligence and Congressional leadership on the totality of the compartmented, classified intelligence and will continue to provide updates on this important matter to policymakers and Congress".

Pompeo told reporters that the resolution could thwart US efforts to negotiate a ceasefire between the opposing sides in the conflict.

Regarding his decision to vote for the legislation on Wednesday, Graham said: "I changed my mind because I'm pissed". He noted that the measure may yet be amended to find some middle ground.

Minister of Foreign Affairs Chrystia Freeland says the sanctions are being imposed against 17 Saudi nationals the federal government believes are "responsible for or complicit in the extrajudicial and extraterritorial killing of [journalist Jamal Khashoggi]". Senate Foreign Relations Committee ranking member Bob Menendez, D-N.J., accused the administration of a "coverup" in Khashoggi's murder because Haspel was not made available.

Back in March, an earlier version of the bill failed by six votes.

The vote is a sign of increasing frustration with Trump's unwillingness to hold Saudi Arabia accountable for the murder of Washington Post contributor Jamal Khashoggi, a critic of Saudi Crown Prince Mohammed bin Salman, who was assassinated by Saudi agents while visiting the Saudi consulate in Istanbul in October.
