But in the 30-minute speech on New Year's Day, Kim also warned that North Korea may choose a "new path" if the United States continues to "break its promises and misjudges our patience by unilaterally demanding certain things and pushes ahead with sanctions and pressure".

"I am ready to sit with the USA president again at any time in the future and will make efforts by all means to produce a result that will be welcomed by the global community", Kim said.

However, he added: "We could be left with no choice but to seek a new way if the U.S. does not make good on its promises, misjudge our patience, while seeking to force things unilaterally and clinging to..."

Since the Singapore summit where Kim committed to working toward denuclearization, talks between the USA and North Korea have stalled due to their differences over the sequencing of denuclearization.

Pyongyang has demanded Washington lift sanctions and declare an official end to the 1950-53 Korean War in response to its initial, unilateral steps toward denuclearisation, including dismantling its only known nuclear testing site and a key missile engine facility.

Kim Jong-un "obviously had certain expectations that the U.S. would take certain steps - however rudimentary they are - after the North blew up a nuclear test site and took other steps, but none of them materialized", he said.

South Korea's presidential office yesterday welcomed Mr Kim's address, expressing the hope that his "firm commitment will have a positive effect in resolving issues on the Korean peninsula in the new year".

"Now that the North and the South have promised to seek the path of peace and prosperity, joint military exercises with foreign forces that give rise to tension on the Korean Peninsula should not be allowed anymore, and arms including strategic assets should not be brought in from outside anymore", he said.

Trump and Kim met past year in Singapore.




Highlighting the difference between what Kim said and what President Trump thought he said, Vipin Narang, an associate professor of political science at MIT, tweeted: "this is unsustainable for much longer and we are on a collision course".

Washington is pushing to maintain the measures against the North Korea until its "final, fully verified denuclearization".

The hermit-kingdom despot used his New Year address to stage the intervention. Instead, Mr Kim said that his patience with the US-led sanctions regime designed as punishment for his nuclear weapons programme was running out.

-North Korea denuclearization talks remain at an impasse months after a landmark June summit between Kim and Trump in Singapore.

Leung noted the amount of effort Pyongyang has put into the rapprochement with the South, saying that "never before have we seen North Korea warming up to South Korea to such an extent".

In the speech, Kim hailed the results of the North's diplomatic activities in 2018, including his three meetings with South Korean President Moon Jae-in.

It came after a year of high tensions when the North made rapid progress with its weapons development, carrying out its sixth nuclear test - by far its most powerful to date - and launching rockets capable of reaching the entire United States mainland. Sanctions have also been strengthened since the meeting with Mr Trump.

"And I think we're still butting heads against that, as to, how do we get to that point and how do we find a mutually agreed upon path to - in order to justify - having them justify go down that road?" she said. The North is pushing in turn for measures from the USA, like the easing of economic sanctions.

Neither of those are now possible for South Korea unless sanctions on the North are removed.

Kim devoted a large chunk of his speech to reiterating this focus on rebuilding his country's tattered economy, calling for increasing electricity generation - including via the use of nuclear energy - and other development projects.
